PROBLEM TO BE SOLVED: To solve the problem that a poor image called an image loss appears because fusion piercing is performed at high rates for image signals of black pixel patterns unadjacent to each other in a main-scanning direction and a sub-scanning direction in a photographic mode etc. SOLUTION: A microprocessor 2 controls individual heating elements 10a of a thermal head 10 via a plate-making control part 8 so that a piercing area per pixel formed on the film of a master 12 can be larger than that of a continuous black pixel pattern, in the case of dispersed black pixel patterns unadjacent in the main-scanning direction and the sub-scanning direction, except the continuous black pixel pattern wherein at least two continuous black pixels exist in at least either of the main-scanning direction and the sub-scanning direction, in terms of pixel patterns of signals in an image memory 3, on the basis of signals associated with the setting of the photographic mode from a photographic-mode setting key 33.
