PROBLEM TO BE SOLVED: To provide a data receiver and data receiving method in which preferential processing data with a great limitation in a data delay amount can be preferentially repeated without being affected by a stored processing SN. SOLUTION: The data receiver judges whether or not reception data are normally received (S1) in a reception timing generated by a reception timing generating means, extracts and analyzes a sequence number SN and priority flag information from header information of the reception data. Based on a judgement result of whether the reception data are normally received and the SN and priority flag information, a processing SN that is the SN of reception data to be next repeated is stored (S3-S5) and when the judgement result of whether the reception data are normally received shows that the data are normally received (S1) and the reception data are judged as preferential processing data (S2), processing is performed to preferentially repeat the reception data judged as the preferential processing data without being affected by the stored processing SN (S7) and the preferentially processed SN is stored (S8).
