PROBLEM TO BE SOLVED: To provide a torque limiter having a large use frequency of the torque limiter, and having release torque which is substantially constant and substantially of a desired value, while restraining seizure of a shaft member and a cylinder member, when the shaft member rotates relative to the cylinder member. SOLUTION: A dynamic pressure generating groove 135 generating dynamic pressure when motive power is not transmitted, is formed on an outer peripheral surface 120 of the shaft member 101 frictionally joined to an inner peripheral surface 21 of a first cylinder member 10 when the motive power is transmitted. The outer peripheral surface 120 of the shaft member 101 is formed with an oil sealing preventive groove 136 composed of a first groove 137 connecting one end on the dynamic pressure generating groove 135 side to one end of the dynamic pressure generating groove 135 and opening on the other end on the opposite side of the dynamic pressure generating groove 135 side, and a second groove 138 connecting one end on the dynamic pressure generating groove 135 side to the other end of the dynamic pressure generating groove 135 and opening on the other end on the opposite side of the dynamic pressure generating groove 135 side.
