A predicted value calculation unit (102) calculates a predicted value of electricity charges on the basis of the amount of power supplied from a commercial power supply to an electric device within an electricity charge calculation period. A selection unit (103) selects, as a first step control, either a charge/discharge control in which the power supplied from the commercial power supply is stored in a storage battery in a first time zone and the power stored in the storage battery is supplied to the electric device in a second time zone in which the unit cost of the power from the commercial power supply is higher than that in the first zone, or a power saving control for the electric device. A control unit (104) executes the first step control selected by the selection unit (103) when the predicted value calculated by the predicted value calculation unit (102) is larger than an electricity charge target value.
