The present invention relates to the technical field of wireless communications, and disclosed in an embodiment of the present invention are a method and apparatus for transmitting information in a cell. The present invention is suitable for wireless network and increases information transmission efficiency of the wireless network. The method of the present invention comprises: a network device obtains terminal information comprising: a moving speed of the terminal and/or location of the terminal in the cell; according to the terminal information, the network device determines a state of the terminal, the state of the terminal including: a first state or a second state; when the terminal is in the first state, the terminal conducts communication on a competitive resource of the cell; when the terminal is in the second state, the network device allocates a non-competitive resource of the cell for the terminal. |
