PROBLEM TO BE SOLVED: To compact a rotary damper device and attain high torque and enable the use of working liquid of low viscosity with good work efficiency. SOLUTION: This rotary damper device is composed of a body case 10 filled with the working liquid Q inside; a rotation body 20 relatively rotatably provided in the body case 10, with the outer peripheral surface movable along through a clearance K in the body case 10 forming a pressure chamber and a non-pressure chamber in front and in the rear in the rotating direction; passages 30 provided at least at one of the body case 10 and the rotation body 20 and communicating with the pressure chamber and non-pressure chamber; and movable vanes 40 provided in the passages 30 and radially moved by pressure of the pressure chamber side to adjust a clearance K.
