PROBLEM TO BE SOLVED: To solve problems that location information stored in a node device that is a transmission source is not updated and packets for a node device in an old area in which a transmission destination terminal existed are continuously transmitted to the transmission source node device. SOLUTION: When the transmission destination terminal moves to its area, an address of the node device in the old area in which the transmission destination terminal existed is acquired, and its device address and the transmission destination terminal address are notified to the node device in the old area. If the transmission destination terminal of a received packet does not exist in its area and a node device address in the area in which the transmission destination terminal exists is known, the address and the transmission destination terminal address are notified to the packet transmission source node device. On the other hand, if not known, it is notified to the location registration server apparatus so that a node device address in the area in which the transmission destination terminal that is location registered in the location registration server apparatus exists, and the transmission destination terminal address are transmitted to the transmission source node device.
