PROBLEM TO BE SOLVED: To provide an idle rotation control device which accurately makes intake control of an internal combustion engine in an idle operation, by taking into consideration a deposit state on the electronic throttle valve side and the idle speed control valve side. SOLUTION: This idle rotation control device 30 of the internal combustion engine has an electronic throttle valve 5 and an idle speed control valve 11, and has a control means 31 making the intake control by learning a deposit sticking state to an intake system provided with the electronic throttle valve and the idle speed control valve. The control means 31 performs learning by being divided into a first learning area for confirming a deposit sticking quantity of a main intake system on the electronic throttle valve side and a second learning area for confirming the deposit sticking quantity of a sub-intake system on the idle speed control valve side.
