PROBLEM TO BE SOLVED: To solve the problem that, cleaning failures are generated to spherical, small-sized toner in a cleaning blade. SOLUTION: An excitation blade 20 in the cleaning device 16 is provided with: a blade member 21 abutted against the surface of an image carrier 11; a vibration member 22 fitted with the blade member 21; and an excitation means 23 fitted to the vibration means 22. The blade member 21 is vibrated by the excitation means 23 via the vibration member 22, and the blade member 21 is made of a rubber having a JISA hardness of 75 to 100°and a thickness of 100 to 300μm.
