PROBLEM TO BE SOLVED: To provide a low-cost fixing member, or the like, that is properly usable in a state where silicone oil as release agent is applied on the member, and that is unlikely to hardly adhesion of a toner material. SOLUTION: In the manufacturing method of a surface layer 141 on which the silicone oil for maintaining the releasability of the toner is usable as the release agent, fluorocarbon siloxane rubber is used for the surface layer so as to achieve the performance at low cost. That is, the rubber layer, constituted by applying and hardening the mixture of the precursor of fluorocarbon siloxane rubber and the precursor of silicone rubber, is used as the surface layer, thereby superior belt-like fixing member is realized.
