PROBLEM TO BE SOLVED: To provide an optical switch controller which stably operates by suppressing the generation of a leak current in a multi-channel high degree of integration EO-SW. SOLUTION: In the multi-channel optical switch controller which uses a device having an EO effect, when it is decided that the time elapsed (EL_T) from the point of time when the outputting of switching information from a course switching command device is started is shorter than a predetermined summation time threshold value (Am_T), an electrode voltage application device 106 applies a voltage for switching an optical switch based on the switching information. Therein, when it is decided that the time elapsed (EL_T) exceeds the predetermined summation time threshold value (Am_T), in so far as a prescribed switching condition is satisfied by a switching decision processor 105, the electrode voltage application device applies a voltage for performing the switching based on the switching information and, in such a case that the prescribed switching condition is not satisfied, the course switching command device 801 is informed of a switching failure command from the switching decision processor 105 without applying a voltage for performing the switching to the switch.
