PROBLEM TO BE SOLVED: To provide an apparatus and a method of measuring a Stokes parameter capable of highly accurate measurement. SOLUTION: The apparatus includes a polarization diverging device including an optical element formed of a birefringent crystalline material for diverging signal light to be measured into a plurality of polarized beams by the optical element and adjusting a polarization state of one or more of the plurality of beams, and a light receiving part for photoelectrically converting an optic component of the signal light diverged and emitted from the polarization diverging device.
