PROBLEM TO BE SOLVED: To provide technology capable of obtaining video with little failures while obtaining moving image quality improvement effect by frame rate conversion. SOLUTION: The video processor includes: a motion vector detecting part (24) for detecting information a video motion vector from a plurality of frames of an input video signal; an interpolation frame generating part (25) for preparing interpolation frame by using the motion vector; and a frame string generating part (26) for generating and outputting the video signal of a new frame string by combining the interpolation frame generated by the interpolation frame generating part with the frame of the input video signal. In the case of performing conversion such that a plurality of interpolation frames continue between two frames of the input video signal, at least one of the plurality of interpolation frames is made to be an interpolation frame that does not use a motion vector (that is, the interpolation frame does not depend upon the motion of video).
