PROBLEM TO BE SOLVED: To transmit "Buffer Status Report" at a proper timing while preventing an uplink radio resource and a downlink radio resource from being wasted in the uplink of LTE. SOLUTION: In this mobile communication system, a mobile station UE uses an uplink radio resource allocated by a radio base station eNB to transmit an uplink data to the radio base station eNB. When the radio base station eNB allocates the uplink radio resource to the mobile station UE a predetermined number of times, then the mobile station UE uses the allocated uplink radio resource to report, to the radio base station eNB, the amount of data retained in the transmission buffer of the mobile station UE.
