PROBLEM TO BE SOLVED: To suppress the deterioration of a tone quality when an audio signal is encoded using a masking threshold value based on auditory sense characteristics.SOLUTION: An encoding device 1 for converting an audio signal into a frequency spectrum and performing quantization and encoding of the frequency spectrum includes: a masking threshold value generation part 14 for generating an initial masking threshold value when quantized on the basis of the frequency spectrum; a masking threshold value correction part 18 for correcting the initial masking threshold value based on a bit amount usable for the quantization of the frequency spectrum; and a re-correction control part 20 for setting whether a lack due to the quantization for each frequency spectrum band is permitted or not and causing the masking threshold value correction part 18 to re-correct the initial masking threshold value.SELECTED DRAWING: Figure 1
