PROBLEM TO BE SOLVED: To provide a non-contact type dispenser which can simply modulate the direction of the sensor and emitter of a manual sensing system to the other parts of the dispenser. SOLUTION: In an automatic controller in which working is at least partially controlled by the input of a signal that a certain substance is sensed in a selected relative location to the device, an automatic discharging device has an emitter which radiates electromagnetic radiation and a sensor which senses the electromagnetic radiation, radiated by the emitter and reflected from a certain substance in a relative suitable location to the device, and includes a carriage member tied to the device so as to perform relative rotation on a pivot, and the emitter and the sensor are carried by the carriage member.
