PROBLEM TO BE SOLVED: To provide an image processor, an image recording device, and a program that can solve problems of picture quality deterioration due to a dot gain. SOLUTION: An image processor which quantizes multi-value (M-value) image data into N-value (M>N≥2) data using a multilevel error diffusion or multilevel average error minimum method determines the value of a quantization error according to density of input data and the quantum state of a periphery of a pixel of interest.
