A tool for measuring, marking, or cutting material, the tool formed of a rigid sheet of transparent material having a plurality of lines formed thereon, and a plurality of windows formed in the lines to enable viewing of material underlying the tool. The windows can be outlined in opaque lines, and alternating windows can be filled with contrasting transparent colors.

a substrate having a plurality of parallel perimeter lines define a first line having an interior with a first width; a plurality of border lines within the interior of the first line that define a second line in the interior of the first line, the plurality of border lines formed to be visually contrasting to the first line, the second line having an interior space between the plurality of border lines that is of a second width that is less than the first width of the first line; a plurality of contiguous windows in the interior space of the second line.
