PROBLEM TO BE SOLVED: To provide an EL light source body having high mechanical strength, that is easy to handle, and capable of uniformly supplying power to a luminous layer, as well as emitting a light with little brightness speck, and an EL light source device equipped with a plurality of such EL light source bodies. SOLUTION: The EL light source body is constituted of a buffer member arranged overlapped on a translucent support substrate 2, an EL element 1, a conductive elastic body 4, a connecting conductor 5, a pressing member 7 or the like. The EL element 1 is constituted of an element board 1a and a sealing board 1b, arranged facing each other, between which is formed a luminous layer. An element electrode 1e, constituted of, for example, ITO (indium tin oxide), is guided out along a peripheral edge (side) of the sealing board 1b and arranged in extension on a face of the element board 1a facing the sealing board 1b. The conductive elastic body 4 is arranged along and facing the element electrode 1e, connected and conducted to the element electrode 1e, and the connecting conductor 5, arranged along and facing the conductive elastic body 4, is connected and conducted to the conductive elastic body 4.
