PROBLEM TO BE SOLVED: To enable production of water having an activity equal to or more than that of natural water from ultrapure water; to provide active water having various functions. SOLUTION: In an active water production apparatus, an ultrapure water device for producing water which is a starting material, and an active water tank made of titanium for storing a target material are connected by a pipe made of titanium, a titanium-made case filled with far-infrared radiants is installed in the middle of the pipe, and the whole of the inner wall surface of a closed space connecting a raw material water tank and the active water tank is made of titanium. In an active water production method, ultrapure water produced by the ultrapure water device is activated by passing the ultrapure water through the titanium-made case to bring it into contact with the far-infrared radiants, and the activated water is stored in the active water tank.
