PROBLEM TO BE SOLVED: To provide a circulation medium control device for an internal combustion engine, stopping circulating water supply to an EGR gas amount adjusting valve on the basis of unfixing of the EGR gas amount adjusting valve when the EGR gas amount adjusting valve is fixed. SOLUTION: The control device has an EGR passage 17 communicating the intake passage 13 of an engine 11 with the exhaust passage 15 thereof and recirculating a part of exhaust gas to the intake passage 13 as EGR gas, the EGR gas amount adjusting valve 19 for adjusting an EGR gas amount, a cooling medium passage for a cooling medium cooling the engine 11, a circulation medium passage passing a part of the cooling medium as the circulation medium, a medium flow rate adjusting valve for adjusting a circulating amount of the circulation medium, a control means for controlling opening/closing of the medium flow rate adjusting valve, and a valve opening recognizing means for detecting or estimating the opening of a valve element provided to the EGR gas amount adjusting valve 19. The control means opens the medium flow rate adjusting valve when the engine is started, and closes it when the opening of the valve element is detected or estimated by the valve opening recognizing means.
