PROBLEM TO BE SOLVED: To reduce the frequency in writing to a nonvolatile memory (NOR-Flash-ROM) while allowing continuation of processing regardless of the occurrence of power interruption, when updating software. SOLUTION: On the assumption that software comprises a plurality of sections, a new version generation part 102 generates a new version software image 113 of one section from difference data 111 and an old version software image 112 on a nonvolatile memory 122. A write processing part 103 writes the new version software image 113 into a spare section on the nonvolatile memory 122 and takes a section wherein the old version software image 112 is written, as a spare section and updates information indicating sections wherein the old version software image 112 and the new version software image 113 are written, on the nonvolatile memory 122.
