A user terminal includes processor configured to execute a process of receiving, from a serving cell, broadcast information on a device-to-device (D2D) discovery, a procedure used by the user terminal to discover a proximal user terminal. The broadcast information includes a cell identifier of a neighbor cell, and synchronization information on the neighbor cell. The synchronization information includes a first value or a second value. The processor executes processes of: receiving both a D2D synchronization signal and a D2D discovery signal that are transmitted by a proximal user terminal in the neighbor cell in response to the synchronization information including the first value; and receiving the D2D discovery signal without receiving the D2D synchronization signal in response to the synchronization information including the second value.

the broadcast information includinga cell identifier of a neighbor cell, andsynchronization information on the neighbor cell, wherein the synchronization information includes a first value or a second value,receiving both a D2D synchronization signal and a D2D discovery signal that are transmitted by a proximal user terminal in the neighbor cell in response to the synchronization information including the first value; andreceiving the D2D discovery signal without receiving the D2D synchronization signal in response to the synchronization information including the second value.
