Disclosed are a resource assignment apparatus and a resource assignment method, which efficiently assign resources and control cell coverage in a small-sized cell environment. The resource assignment apparatus may comprise: a grouping unit which extracts user terminals using any one of a plurality of cells as a serving cell from a plurality of user terminals requesting communication based on reference signal received power (RSRP) of the user terminals, and groups the extracted user terminals; and a resource assignment unit which assigns a frequency resource to at least one of the user terminals included in a group based on resources required by each of the user terminals included in the group.
