A vehicle air conditioning apparatus 10 comprises an outside air temperature sensor 22, a vehicle interior temperature sensor 28, and a solar radiation sensor 24 that are all used to calculate a stable and a transient state of the vehicle interior surface temperature of a window, which is used to control a heater 60 and a cooler 58 of the air conditioning apparatus 10. By controlling the heater 60 and cooler 58 the humidity in the vehicle may be controlled to prevent the vehicle windows from fogging. A stable state and transient state correspond to running conditions of the vehicle and are when the ambient conditions are stable or changing. A transient state may include vehicle speed determined by a vehicle speed sensor 31 or environmental conditions based on a wiper operation signal or a raindrop sensor, which indicates rain or snow is falling. |
