PROBLEM TO BE SOLVED: To control the flow rate of cooling water capable of keeping the temperature of the cooling water within a safe range and sufficiently cooling blowdown water. SOLUTION: When the temperature of the blowdown water cooled by heat exchangers 17, 18 is detected by a first temperature detector 25, the opening of a first flow rate control valve unit 26 is controlled to regulate the temperature of the blowdown water within a tolerance. When the temperature of cooling water discharged to a discharge line 24 in the heat exchangers 17, 18 is detected by a second temperature detector 28, the opening of a second flow rate control valve unit 29 is controlled to regulate the temperature of the cooling water within a tolerance. Thus, the flow rate of the cooling water flowing through the heat exchangers 17, 18 is controlled. By employing such a flow rate control, the temperature of the cooling water and the blowdown water can be regulated between the upper and the lower limits. COPYRIGHT: (C)2006,JPO&NCIPI
