PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of improving operability by suppressing the occurrence of knocking even if a trouble lowering an external EGR amount occurs. SOLUTION: This control device 1 for the internal combustion engine 3 comprises an ECU 2. The ECU 2 controls an exhaust gas recirculating mechanism 16, an intake cam phase variable mechanism 50, an exhaust lift variable mechanism 70, and an exhaust cam phase variable mechanism 90 according to the operating conditions of the engine 3 (steps 11, 184 to 191), determines whether a small external EGR trouble occurs or not in the exhaust recirculating mechanism 16 (steps 157 to 163), and sets a target air-fuel ratio KCMD according to the operating conditions of the internal combustion engine 3. When the small external EGR trouble occurs, the ECU 2 sets the target air-fuel ratio KCMD to a target air-fuel ratio KCMDMAP/KEGRCMD in trouble on the leaner side than a map value KCMDMAP (steps 70 to 73).
