PROBLEM TO BE SOLVED: To provide an exhaust gas recirculation controller of an internal combustion engine capable of reducing a calculation load and rapidly and accurately controlling an internal exhaust gas recirculation according to the operating conditions of the internal combustion engine. SOLUTION: This exhaust gas recirculation controller comprises an exhaust lift variable mechanism 70 having an actuator 71 mechanically connected to the exhaust valve 7 of the internal combustion engine 3 and capable of steplessly changing the lift of the exhaust valve 7 by changing the operating amount SAAEX of the actuator; an internal EGR target value set means 2 setting, as an internal EGR target value KEGRCMDIN, the target value of an internal EGR rate parameter indicating the ratio of the internal EGR amount to the total gas amount present in a cylinder 3a according to the detected operating states NE, AP of the internal combustion engine 3; a target operation amount setting means 2 setting the target operating amount SAAEXCMD of the actuator according to the internal EGR target value; and an EGR control means 2 controlling the internal EGR by controlling the exhaust lift variable mechanism 70 based on the target operating amount.
