PROBLEM TO BE SOLVED: To provide a cosmetic or pharmaceutic composition which gives pleasant feeling when coated on a skin, is retained good, is little tacky, is resistant to a fatty material such as an oil, can be transferred by a carbon-based solvent even if it contains a silicone monomer, is glossy, and contains a polymer. SOLUTION: The novel block polymer comprises a specific silicone monomer and a monomer of the formula: CH<SB>2</SB>=C(R<SB>1</SB>)-COOR<SB>2</SB>, [wherein R<SB>1</SB>is H or CH<SB>3</SB>, R<SB>2</SB>is a 4-12C cycloalkyl group].
