<P>PROBLEM TO BE SOLVED: To solve a problem that a cell stack is adversely affected by impurities contained in a raw material gas when the cell stack is purged with the raw material gas. <P>SOLUTION: This device has a constitution that it has a first gas cleaning part 32 and a second gas cleaning part 84 in which impurities are removed from the raw material gas, and a purge passage 80 through which the material gas is introduced into the cell stack 38, and that the raw material gas led into a fuel forming equipments 35 passes through the first gas cleaning part 32, and the material gas introduced into the cell stack 38 via the purge passage 80 passes through the second cleaning part 84 after passing through the first gas cleaning part 32.
