PROBLEM TO BE SOLVED: To suppress blocking by a solid foreign substance of a cooling channel of a core melt holding device. SOLUTION: This core melt holding device 51 for receiving a core molten material 16 generated when the core in a reactor pressure vessel melts and penetrates the reactor pressure vessel includes a body section 70, a coolant supply vessel 10, a circulation section 80, and a capturing means. The body section 70 includes a holding surface 71 that is arranged under the reactor pressure vessel and receives the core melt 16, and the cooling channel 11 having an upper surface whose at least a part coming into contact with the rear side of the holding surface 71 is inclined with respect to the horizontal direction and extending from an inlet 72 to an outlet 73. The coolant supply vessel 10 is connected with the inlet 72 and supplies coolant to the cooling channel 11. The circulation section 80 forms a circulating channel 9 for returning at least a part of the coolant discharged from the outlet 73 to the coolant supply vessel 10.
