PROBLEM TO BE SOLVED: To provide a deterioration detecting device of an EGR cooler capable of stably detecting the deterioration in the EGR cooler regardless of an operation state of an internal combustion engine. SOLUTION: An ECU 100 as the deterioration detecting device of the EGR cooler 50 for cooling exhaust gas EG when recirculating the exhaust gas EG exhausted in an exhaust system of an engine 10 to an intake system, detects the deterioration in the EGR cooler 50 based on a temperature change in fresh air NA by introducing the fresh air NA to the EGR cooler 50.
