PROBLEM TO BE SOLVED: To provide a structure reinforcing member which can minimize damage imposed on an elastic member even if the elastic member is deformed in an earthquake etc., and maintains an energy absorbing function by the elastic member and a restoring force of the same over a long period of time. SOLUTION: The structure reinforcing member comprises: a sheet-like elastic member 30, which has a plurality of holes 21 formed therein at locations corresponding to members to be coupled to each other, with projection parts 31 to be fitted into the plurality of holes 21 integrally formed, and has to be interposed between the mutually joined members and the structure reinforcing member 20; storage caps 251 each covering the elastic member 30 from outside, to confine the projection parts 31 in the holes 21; and fastening members 250 each penetrating through the holes formed at the projection parts 31 of the elastic member 30 and the structure reinforcing member 20 is fastened to the member to be coupled via the storage cap 251.
