PROBLEM TO BE SOLVED: To select appropriate IP conversion in accordance with an interlace signal. SOLUTION: To a progressive signal selection section 27, a progressive signal converted from an interlace signal by 2/3 pull-down inverse conversion, 2/2 pull-down inverse conversion or motion adaptive IP conversion is inputted. The progressive signal selection section 27 outputs to a subsequent stage: a progressive signal from a 2/3 pull-down inverse conversion section 21 when a 3/2 sequence detecting signal is inputted; a progressive signal from a 2/2 pull-down inverse conversion section 22 when a 2/2 sequence detecting signal is inputted and a source image 240P detecting signal is not inputted; and a progressive signal from a motion adaptive IP conversion section 23 when the 3/2 sequence detecting signal and the 2/2 sequence detecting signal are not inputted or when the 2/2 sequence detecting signal and the source image 240P detecting signal are inputted.
