PROBLEM TO BE SOLVED: To enable switching of access points caused by failure to be performed more securely. SOLUTION: A first access point 202 is designed to send out a radio beacon signal and a wired beacon signal each periodically while realizing a connection function to a wired LAN (Local Area Network) of a radio LAN terminal by functioning a first main control unit 224. A second access point for functioning as a deputy agent in an emergency is designed to monitor these, and to start transmission of the radio beacon signal and the wired beacon signal while activating a self when any one of them is stopped. A wired activation detecting unit 227 and a radio activation detecting unit 228 are designed to respectively detect these when the radio beacon signal and the wired beacon signal are to be transmitted, then a main control stopping unit 229 is made to stop the first main control unit 224.
