PROBLEM TO BE SOLVED: To provide an image forming apparatus, a toner supply method, and a program enabling the supply of toner according to the setting value of a bias potential after calibration to suppress a fogging phenomenon.SOLUTION: A toner supply method includes the steps of: calibrating the setting value of a bias potential for charging a developing roller 61, which supplies a toner to an electrostatic latent image formed on the surface of a photoreceptor 31 to form a toner image (S4); calculating a differential potential between the calibrated setting value of the bias potential and a reference value of a standard voltage (S5); calculating the consumption of the toner consumed for forming the toner image on the basis of the printing rate of image data to be the base of the development (S13); and supplying the toner of the amount determined on the basis of the calculated differential potential and the calculated consumption of the toner, from a toner container 39 having the toner stored therein to a developing device 34 (S14, S15).
