PROBLEM TO BE SOLVED: To eliminate static electricity by static eliminators arranged in the vicinity of a film roller. SOLUTION: This winder 53 of a biaxial turret system is arranged on the most downstream side of a film manufacturing line, and is composed of a turret arm 100, a holding stand 103 for rotatably holding a rotary shaft 102 installed in the center of the turret arm 100, winding cores 108a and 108b respectively installed on winding shafts 106a and 106b arranged on both ends of the turret arm 100, and the air supply type static eliminators 117 and 118. Since the static eliminators 117 and 118 are respectively installed on the rotary shaft 102 so as to be opposed to the winding shafts 106a and 106b, when winding a film 82 on the film roller 121, the static electricity can be eliminated in the vicinity of the film roller 121.
