PROBLEM TO BE SOLVED: To allow for proper coding of video quantization parameters of video coding using context base adaptive binary arithmetic coding.SOLUTION: A video quantization parameter decoder includes prediction means for generating prediction quantization parameters from reconstruction quantization parameters in the past, and quantization parameter decoding means performing binary arithmetic decoding of first bin indicating whether or not the differential quantization parameters are significant by using a first context, of a code bin indication positive or negative of the differential quantization parameters without using a context, and of other bin indicating the absolute values of the differential quantization parameters by using a context different from the first context. The quantization parameter decoding means generates the reconstruction quantization parameters by adding the prediction quantization parameters to the differential quantization parameters thus generated.SELECTED DRAWING: Figure 1 |
