Provided are an agent for diminishing paper dust, the agent being capable of diminishing paper dust without lowering the paper strength, a method for diminishing paper dust, and a process for producing paper. The agent for diminishing paper dust comprises an amphoteric polymer which comprises, as structural units constituting the polymer, a structural unit derived from a cationic monomer and a structural unit derived from an anionic monomer and for which the proportion of the cationic monomer to the total amount of the monomers giving all the structural units of the polymer is less than 50 mol% and the blending ratio of the cationic monomer to the anionic monomer, represented by the following expression (1), is 1.5 or higher.
