<P>PROBLEM TO BE SOLVED: To provide the services best-suited to a user's characteristics, such as the user's attributes, likes and dislikes, and history in a certain field of services. <P>SOLUTION: An on-vehicle device (user side communication device) 1 constructs a user model that reproduces inside a computer the user's characteristics such as the user's attributes, likes and dislikes, and history. When receiving services via a network 9, the on-vehicle device sends parameters of the user model to a service candidate server 5. The service candidate server estimates the services suited for the user on the basis of the received parameters by executing a service estimation program 51, and sends the result of the estimation to the on-vehicle device as service candidate list information.
