A sound absorbing insulation panel is provided to be manufactured and constructed simply, to use as a fireproof damper and to have excellent thermal insulating and sound absorbing effects. The sound absorbing insulation panel(1) is manufactured by preparing a perforated inner metal plate(2) by attaching a stiffening plate(23) on the side provided with stair type edge bends(21,22) and a sound absorbing plate(41) on the inside with inorganic adhesives, preparing an outer metal plate(3) having stair type edge bends(31,32), fixing the ends of the bends of the perforated inner metal plate and the outer metal plate to a holder(5) having two grooves and assembling an outer frame of a panel, placing the assembled outer frame to a hot press and sealing up the top and bottom with an end cap, applying fixed pressure to the perforated inner metal plate and the outer metal plate, injecting urethane foam through an injection port of the end cap and hardening for appointed hours, and then removing the end cap.
