An apparatus and a method for providing a global navigation service are provided to combine extracted map name information and map image information corresponding to user nationality information to create map data to solve a problem caused by a difference between provided map name languages in use of the navigation service, thereby providing the navigation service displayed with language corresponding to user nationality even in any nation to a customer when the customer using a roaming service visits other nations. A navigation service providing device receives a navigation service request from a mobile terminal through a mobile network(S310). The navigation service providing device requests a mobile service user DB to provide the user information of the mobile terminal and receives the user information(S320). The navigation service providing device checks received user nationality information(S330). The navigation service providing device extracts map name information written by language used as a first official language in a nation corresponding to the checked user nationality information and map image information corresponding to the nation which provides a navigation service(S340). The navigation service providing device combines the extracted map name information and map image information to create map data(S350). The navigation service providing device provides the combined map data to the mobile terminal which requests the navigation server(S360).
