PURPOSE: A device and a method for processing a HARQ burst of a mobile communication terminal are provided to minimize read/write operations of an external memory buffer using a HARQ buffer structure. CONSTITUTION: A controller(310) controls an operation of a combiner(320) and a buffer. The combiner combines the signal received according to the control of the controller and the previously buffered signal. The buffer includes an internal buffer(330) and an external buffer(340). The buffer stores the signal outputted from the combiner in the inner buffer and the outer buffer according to the control of the controller. The controller determines the retransmission or the transmission of a new signal according to the ACID(hArq Channel ID) inputted in the combiner. The controller leads the combination signal of the ACID in the internal buffer or external buffer according to the determination result.
