The embodiments of the present invention provide a resource allocation method, a transmitting terminal device, and a receiving terminal device. The method comprises: the transmitting terminal device determining resource indication information for allocating resources on a time domain and a frequency domain, the resource indication information comprising time indication information and indication information for allocating resources on a frequency domain, and the time indication information comprising the number of time periods or comprising the number of time periods and the length of the time periods; sending resource indication information to the receiving terminal device so that the receiving terminal device determines a time-frequency resource according to the resource indication information. In the embodiments of the present invention, the transmitting terminal device sends to the receiving terminal device indication information for allocating resources on a frequency domain and time indication information for allocating resources on a time domain. In this way, resource allocation is indicated for the two dimensions of frequency and time, thus achieving allocation of time-frequency resources on a time domain and a frequency domain, i.e. simultaneously using frequency-division multiplexing and time-division multiplexing to divide resources.
