PROBLEM TO BE SOLVED: To reduce a fault rate by leveling frequently accessing regions over an entire region by using a simple means even when carrying out random access is made in a magnetic recording device, such as, HDD and a semiconductor recording device, such as flash memory. SOLUTION: A region for the random access is provided, in advance, the region for the random access is moved to another region periodically or by a trigger, when the number of accesses exceeds the threshold.
