Sagging, distortion or damage caused by an external force such as typhoons can be prevented by arranging an elasticity reinforcing material and a horizontal reinforcing material at a lower part for supporting the path for inspection. Construction can be facilitated by enabling a handrail, which is arranged to prevent an accident, to be folded and unfolded so that the handrail can be assembled easily. Moreover, the present invention has the effect of supplanting import worth approximately five hundred billion won in an estimated future domestic market in terms of macroeconomy and has the effect of supplanting import worth approximately five hundred ten billion won when items to be used in a high-speed railway are considered.
