PROBLEM TO BE SOLVED: To provide a low staining metal resin laminate provided with an advanced dirt prevention capability. SOLUTION: A photocatalytic crystal having a photocatalytic function contained in a coating film layer 1 is irradiated with a light to activate the photocatalyst, by which high hydrophilicity is expressed on a surface of the coating film layer. The hydrophilicity of the photocatalyst expressed by inclusion of an hydrophilizing agent can be maintained, and at the same time, an amount of photocatalyst fine particles in the vicinity of the surface can be increased in forming the coating film layer 1, by which the advanced dirt prevention capability can be provided. Further, a part of the surface contains photocatalyst fine particles in which the photocatalytic crystal is covered with a protective material inactive to the photocatalytic function, by which the photocatalyst fine particles can be blended directly with a paint vehicle resin to carry out smooth orientation to the vicinity of the surface of the photocatalyst fine particles in forming the coating film layer 1.
