PROBLEM TO BE SOLVED: To provide a packet transmission program capable of suppressing a sudden control signal spike when receiving an emergency paging signal, a device and a method.SOLUTION: A packet transmission program for allowing a computer mounted on a terminal connected to a wide-area radio communication network to transmit a packet outputted arbitrarily from an application to function makes the computer function as emergency paging detection means for detecting the reception of an emergency paging signal from the wide-area radio communication network, packet transmission control means for outputting a packet outputted from an application to a transmission delay queue only for a prescribed waiting state time when receiving the emergency paging signal, and waiting state control means for transmitting a buffered packet from the transmission delay queue at arbitrary time timing.SELECTED DRAWING: Figure 4
