PROBLEM TO BE SOLVED: To provide a treatment method and an apparatus for fluorine-containing water containing phosphorus to yield treated water of high water quality by achieving simplification of treatment processes and reducing the amount of generation of sludge. SOLUTION: Phosphorus is insolubilized by using a selective phosphorus insolubilizing agent which does not substantially react with the fluorine, like an iron compound and the like, and reacts with phosphorus, and the resultant sludge is returned and reformed. More specifically, the fluorine-containing water containing phosphoric acid is introduced into a phosphorus insolubilization vessel 21 and is allowed to react with iron and the like to generate and insolubilize iron phosphate and fluorine is insolubilized as calcium fluoride by a calcium compound in a fluorine insolubilization vessel 22. The sludge containing iron phosphate and calcium fluoride is separated from the liquid-component in a solid-liquid separation vessel 24 and a part of the resultant generated sludge is returned to a chemical reaction vessel 25. The selective phosphorus insolubilizing agent is added at a pH≤6.5 to the sludge in the chemical reaction vessel 25 to reform the returned sludge and the sludge is sent to the phosphorus insolubilization vessel 21.
