<p><P>PROBLEM TO BE SOLVED: To automatically track and photograph a mobile body (aircraft) moved at a high speed. <P>SOLUTION: A radar-data processor 32 in a controller 30 inputs radar data for the aircraft acquired by a radar device 20, and acquires data displaying the place (longitude, latitude and an altitude) of the aircraft and the moving state (an azimuth, a speed and an acceleration) of the aircraft. A camera controller 35 specifies a time, when a camera 10 actually photographs the aircraft, and the place of the aircraft at the time on the basis of the input data. The camera controller 35 specifies the time, when the camera 10 actually photographs the aircraft, on the basis of the processing time of the camera controller 35, the transmission time of data controlling the camera 10, the driving time of the camera 10, the presence of a shield, the driving range of the camera 11 or the like in this case. The camera controller 35 specifies the place of the aircraft at the time on the basis of the moving state of the aircraft.
